MINUTES OF APRIL 14, 2021

The meeting was called to order at 7:03 P.M. by Chairman Dan K. Hogeland, commencing with the Pledge to the Flag.

Millcreek Township Planning Commission minutes were received.

Newmanstown Water Authority minutes were received.

Millcreek-Richland Joint Authority minutes & financial reports were received.

Greater Lebanon Refuse Authority report was received.

Western Berks Ambulance Assoc. report was received.

Lebanon Co. TCC report was received.

Recreation Board minutes were received.

Police Activity report was received.

MINUTES:   Motion by Hogeland to approve as printed.  Seconded by Moyer.  All aye, motion carried(Weidman absent from last meeting)

SOLICITOR:

Kubota Lease – Solicitor reviewed the preview documents for the lease and provided the Opinion of Counsel letter. The various agreements were reviewed:  Motion by Weidman to enter into agreement with Reading Tractor & Equipment & Kubota and to authorize the Township Secretary to sign the following agreements and documents for the Township: Electronic Signatures & Records; Lease agreement; KCC Municipal Addendum (fiscal funding requirements); Agreement to Provide Insurance; Notification of Tax Treatment; Commercial Credit application; and the Extended Warranty contract. Seconded by Moyer.  All aye, motion carried.

Motion by Moyer to split the contract and to award stone and blacktop bid (200 Tons #2-A aggregate, 100 Tons #4 aggregate, 500 Tons Superpave 9.5 mm wearing) to New Enterprise; and the 500 Tons Anti-Skid, to Pennsy Supply.  Seconded by Hogeland.  All aye, motion carried.

Employee Handbook revised draft was reviewed and discussed.

Comprehensive Plan – Solicitor reported that Bethel Township never received a quote for updating their Comprehensive plan after Covid hit, but he knows who they contacted and would be willing to contact them to provide a quote for Millcreek.  Board agreed they would be interested in seeing what it could cost.

Zoning enforcement matters (Henry)-­ Solicitor reported that the hearing for the Henry’s is scheduled for April 20th at 9:00 AM.  Secretary will need to attend to testify on the Township’s legal costs.

UNFINISHED BUSINESS:

Fort Zellers Rd. stormwater issues – Moyer updated those present.  Double D Construction supplied a quote for them to do the work at a cost of $54,303.  Rick Bolt would prepare the bid documents if we move forward.

NEW BUSINESS

Millcreek Community Center request for use of Mem. Park was reviewed.  Motion by Hogeland to grant the request for the use of Memorial Park for Music in the Park Aug. 1, Aug. 8, Aug. 15, Aug. 22, and Aug. 29th.  Seconded by Weidman.  All aye, motion carried.

PLGIT proxy – Secretary instructed to fill out and return.

Penn Dot project awareness request – Paul Gress minimum use driveway (153 N. Sheridan Rd.) was reviewed.  Motion by Weidman to provide letter to Penn Dot acknowledging their awareness of the minimum use driveway permit submission for Paul Gress.  Seconded by Moyer.  All aye, motion carried.

Seasonal Mowing – employee application – Paul Miller – Moyer reported he received his application and that he also has a CDL license and would be able to help plow snow over winter.  Motion by Moyer to hire Paul Miller to fill in for our seasonal mowing job.  Seconded by Hogeland. All aye, motion carried.

Tomlinson Bomberger quote discussed.  Motion by Hogeland to approve the Tomlinson Bomberger quote for regrading the ballfields at a cost of $3,644.00.  Seconded by Weidman. All aye, motion carried.

2021 Proposed road projects discussed.  Risser will get quotes for future discussion.

BILL’S/TREASURER’S REPORT:   Motion by Hogeland to accept the Treasurer’s Report and pay the bills as money is available.  Seconded by Weidman   All aye, motion carried.
