MINUTES OF NOVEMBER 11, 2020
The meeting was called to order at 7:02 P.M. by Chairman, Dan K. Hogeland commencing with the Pledge to the Flag.

Dave Dennis, Nestles Water was present with a $5,000 donation as part of their “Good Neighbor Program”. Secretary to send a thank you letter to Nestle.
Cold Summit Development – Newmanstown Industrial project – Michael Smith, V. President, Cold Summit Development, Keith Ottes, Langan Engineering, and Andrew Giorgione, Buchanan Ingersoll & Rooney were present to inform the Board of their proposed project to develop the Zimmerman farm which consists of 145 Acres in the Industrial zone. They have already met with Lebanon County Planning Dept., and wanted to explain their proposal to the Board. The proposed development is for two cold storage facilities, one on a 26 Acre parcel and one on a 48 Acre parcel. One of the buildings proposed needs a zoning variance for a height of 150’ for a portion of one building, which would be needed for automation/robotic system. The railroad is planned to be utilized, with driveway access from Route 419. A farmer’s preserve is also part of the plan after speaking to farmers in the area of the development.

Motion by Weidman to approve the minutes as printed. Seconded by Moyer. All aye, motion carried.
Ordinance #111120 Establishing Procedures for the Use and Maintenance of Retaining Tanks was presented to the Board for their consideration. Motion by Hogeland to adopt Ordinance #111120 for the retaining tanks. Seconded by Weidman. All aye, motion carried.
Unpaid mowing bills – 136 E Main St. & 124 N. Sheridan Rd. were discussed and given to the Solicitor to proceed with collection.
2020 Lebanon County Municipal Waste Management plan revision – Motion by Hogeland that the 2020 Lebanon County Municipal Waste Management plan revision has been reviewed and is supported by the township. Seconded by Weidman. All aye, motion carried.
2021 budget – was reviewed. Motion by Weidman to advertise the 2021 budget for adoption at the Dec. 9, 2020 meeting. Seconded by Moyer. All aye, motion carried.
Road Department personnel – Moyer reported that after interviews with several applicants, he believes Tyler Shanaman should be hired. Motion by Moyer to officially hire Tyler Shanaman at the rate of $16.50 an hour starting Friday Nov. 13th, with the conditional stipulation that he must get his Class B license within 30 days. Seconded by Weidman. All aye, motion carried. Secretary to send letters out to all applicants.
Member terms expiring was discussed.
Advertise appointment of Garcia Garman & Shea, PC as auditors – Secretary questioned the Boards intent. Motion by Hogeland to advertise the intention to appoint Garcia Garman & Shea, PC for our 2020 audit. Seconded by Moyer. All aye, motion carried
2021 Meeting dates were discussed. Jan. 4th Organizational & regular business; Feb. 10th; Mar. 10th; Apr. 14th; May 12th; June 9th; July 14th; Aug. 11th; Sept. 8th; Oct. 13th; Nov. 10th; Dec. 8th, Nov. 4th at 1 PM budget workshop. Motion by Weidman to set the 2021 meeting dates as noted. Seconded by Moyer. All aye, motion carried.
Healthy Kids Running Series request for use of recreation area for Spring, beginning April 11th for a period of 5 – 6 weeks was reviewed. Motion by Weidman to allow the Healthy Kids Running Series request for the use of the recreational area beginning April 11th for a period of 5 – 6 weeks. Seconded by Moyer. All aye, motion carried.
Tax Collection– Board reviewed letter from Wendy Hertzog notifying the Board that as of 2021 she will not be collecting the County’s portion of the real estate bills. Secretary contacted the county and they will continue to have our bills printed for us, with the Township paying the whole cost of printing and postage.
Treasurer’s Bond renewal was discussed. Motion by Weidman to increase the Treasurers bond renewal for $950,000 for 2021. Seconded by Moyer. All aye, motion carried.
BILLS/TREASURERS REPORT: Motion by Hogeland to accept the Treasurers Report and pay the bills as money is available. Seconded by Weidman. All aye, motion carried.
