MINUTES OF APRIL 8, 2020

The meeting was called to order at 7:00 P.M. by Chairman Dan K. Hogeland, commencing with the Pledge to the Flag.

PUBLIC COMMENTS:

Ethan Holmes, EMA Coordinator was present to update the Township on the current Covid 19 virus.

Motion by Hogeland to award stone and blacktop bids; 500 Tons Anti-Skid, 200 Tons #2-A aggregate, 100 Tons #4 aggregate, 500 Tons Superpave 9.5 mm wearing to Pennsy Supply.  Seconded by Weidman.  All aye, motion carried.

REPORTS OF ORGANIZATIONS:

Newmanstown Water Authority minutes were received.

Lebanon Co. TCC report was received.

Police activity report was received.

MINUTES:   Motion by Hogeland to approve as printed.  Seconded by Weidman.  All aye, motion carried.

SOLICITOR:

Pension plan ordinances – Solicitor reported the ordinances have been advertised for enactment at the May 13th meeting.

Floodplain Ordinance – Solicitor reported that this is being worked on for the June meeting.

ACTION:

Zoning Hearing fees Resolution #040820 was presented to the Board for their consideration.  Motion by Weidman to adopt Resolution #040820 the Zoning Hearing Board petition for variance fees. The increase would be $700 as follows – $400 Lebanon County Planning, $300 to Township.  Seconded by Moyer.  All aye, motion carried.

Emergency Disaster Declaration was prepared for the Board’s consideration.  Motion by Hogeland to declare a disaster emergency for the Covid 19 Virus Pandemic.  Seconded by Weidman.  All aye, motion carried.

UNFINISHED BUSINESS:

Ford F350 Pickup truck new truck bed discussed.  Moyer will have Road crew look into purchasing and installing.

NEW BUSINESS

Millcreek-Richland Joint Authority – appointment to fill Hubert Risser’s vacancy (received a recommendation from Glen Eberly, Womelsdorf-Robesonia Joint Authority that Jason Angstadt, 253 Memorial Blvd. is interested in serving.  Motion by Weidman to appoint Jason Angstadt, to fill the unexpired term of Hubie Risser who passed away on the Millcreek-Richland Joint Authority.  Seconded by Moyer.  All aye, motion carried.

Covid-19 tax extension for discount period discussed.

Detention Pond in Newburg Open Space discussed.  Will contact Rick Bolt to discuss when things go back to normal. Road work for this season also discussed.  S. Chapel and Texter Mountain, as well as possibly Oil & Chipping.

Secretary reported that “The Music in the Park Organization” contacted me – they would like to have the large memorial in Memorial Park repointed.  They have contacted Larry Miller & Randy Zoll to do the work and would be paying the bill.  Any concerns or objections?

Tire Collection – Postponed until November.

BILL’S/TREASURER’S REPORT:   Motion by Hogeland to accept the Treasurer’s Report and pay the bills as money is available.  Seconded by Weidman   All aye, motion carried.

ADJOURNMENT:  Motion by Weidman to adjourn the meeting at 8:02 P.M.  Seconded by Moyer.   All aye, motion carried.
