Minutes of July 11, 2018 – Supervisors


The meeting was called to order at 7:00 P.M. by Chairman Donald R. Leibig, commencing with the Pledge to the Flag.

Plans – Matthew Nolt poultry plans – letter from County cited – reviewed and signed.


Planning Commission – minutes received.

 Millcreek-Richland Joint Authority minutes & financial statements received.

Recreation Board minutes were received.

 Newmanstown Water Authority minutes & audit report were received.

 Lech – Annual Maintenance Report was received.

GLRA – minutes received.

Police Activity report was received.

MINUTES: Motion by Hogeland to approve the minutes as printed.  Seconded by Weidman.  All aye, motion carried. 


Police Contract negotiations – Executive Session.

ACTION:  none


Newburg Playground update – addition of swings to existing area.  Park & Recreation funding notice – $42,000 available from County for Rec.  Leibig had PPL back at playground, lights will be installed.  Hogeland reported that the playground was vandalized – areas were painted.  Discussion on options to deter vandalism.


Newsletter – discussed maybe sending a letter out in the fall time frame. 

Judy Day, Newmanstown Water Authority resignation letter was read.  She served 21 years.  Motion by Leibig to accept resignation of Judy Day and send a letter of appreciation for service.  Seconded by Weidman.  All aye, motion carried.

Request to return Pavilion rental monies to April Kolb was reviewed and discussed.  Motion by Leibig to refund April Kolb’s money that she paid for the rental of the pavilion. Seconded by Hogeland.  All aye, motion carried.

Line Painting– roads to be painted were discussed.  The mountain and various other roads. No public comment noted on this topic.  Motion by Leibig to have our Secretary request quotes for line painting.  Seconded by Hogeland.  All aye, motion carried.

Employee – Ryan Risser will be deployed for 2 weeks.  Discussion to pay Risser during deployment.  Public Comment – Motion by Hogeland to pay Ryan for his 2-week deployment.  Seconded by Weidman.  All aye, motion carried.

Trick or Treat night has been set by Lebanon Co. Chiefs of Police for Wed. Oct. 31st 6 – 8 PM. No public comment…  Motion by Hogeland to set Trick or Treat for the 31st of Oct. from 6 – 8 PM.     Seconded by Weidman.  All aye, motion carried.

BILLS/TREASURERS REPORT:   Motion by Leibig to accept the Treasurer’s Report and pay the bills as money is available.  Seconded by Weidman.  All aye, motion carried.

ADJOURNMENT:  Motion by Hogeland to adjourn the meeting at 7:40 P.M.  Seconded by Weidman.   All aye, motion carried.


7:41 Leibig announced that following the meeting, the Board and Solicitor would be going into an Executive Session to discuss the police contract.
