MINUTES OF SEPTEMBER 23, 2015

The meeting was called to order at 7:00 P.M. by Chairman Donald R. Leibig, commencing with the Pledge to the Flag.

PUBLIC COMMENT: none

REPORTS OF ORGANIZATIONS:

Millcreek-Richland Joint Auth. – Minutes & financial statements were received.

GLRA – minutes were received.

Fire Co. activity report was received.

MINUTES:Motion by Hogeland to approve the minutes as printed.   Seconded by Leibig. All aye, motion carried.

ACTION:

Junkyard license renewal application was reviewed and discussed. Motion by Leibig to renew the application for junkyard license to Vince Lombardo. Seconded by Hogeland. All aye, motion carried.

UNFINISHED BUSINESS:

2016 revised non-uniformed MMO $8,024 was reviewed and acknowledged.

Block Grant application – possible projects and eligibility were discussed.

Orioles Club – liquor license transfer – Solicitor opinion letter was reviewed. Secretary reported that she forwarded a copy of the letter to the President of the Orioles Club so that they can do what needs to be done.

MS4 – (NPDES permit) – Secretary reported that Jim Mohn, Motley Assoc. can prepare the MS4 application, and after some checking he does not believe we would be eligible for the exemption. Mohn will attend a meeting to go over what will need to be done as well as a cost estimate for doing the work when the Board is ready to proceed. Secretary also reported that Motley Assoc. does do property maintenance code enforcement for Womelsdorf Boro as well as three other municipalities in Berks Co.

NEW BUSINESS:

County Convention Oct. 8, 2015 was reviewed. Motion by Hogeland to authorize those who want to attend, may go to the County Convention Oct. 8th. Seconded by Leibig. All aye, motion carried.

Metro Alert Licensing & Maintenance agreement ($1572) for the police network licensing was reviewed. Motion by Hogeland to enter into the agreement with Metro Alert Licensing and Management for the police network. Seconded Leibig. All aye, motion carried.

Health Insurance renewal packet was presented to the Board for their review. Costs have increased 30%. After some discussion the Board asked Secretary to schedule an appointment with our Insurance rep to look at our options.

PSATS UC Group Trust – Ballot and PSATS Township Health Insurance Cooperative Trust – Ballot were received. Secretary to complete ballots and return.

2016 Budget – was briefly discussed. Secretary presented the Board with a working first draft for ideas and comments.

Trick or Treat night – County Chiefs of Police Assoc. has set the date for Oct. 29th from 6:00 PM – 8:00 PM. Motion by Leibig to make Oct. 29th Trick or Treat Night from 6:00 PM – 8:00 PM. Seconded by Hogeland. All aye, motion carried.

BILLS/TREASURERS REPORT: Motion by Leibig to accept the Treasurer’s Report and pay the bills, as money is available. Seconded by Hogeland. All aye, motion carried.

ADJOURNMENT: Motion by Hogeland to adjourn the meeting at 7:55 P.M. Seconded by Leibig. All aye, motion carried.
