Minutes of May 14, 2014 – Supervisors

MINUTES OF MAY 14, 2014

The meeting was called to order at 7:00 P.M. by Chairman Donald R. Leibig, commencing with the Pledge to the Flag.

Present:

PUBLIC COMMENTS:

Jack Keener was present to update the Board on the progression of the demolition of the East End Pub – 54 E. Main St.  Demolition should start at the end of next week and be completed within a month.

Phoebe Merkel, 308 Stricklerstown Rd. was present to complain about the road crew breaks at Hess Express.

REPORTS OF ORGANIZATIONS:

Planning & Zoning Commission – minutes received.  Richland View plans were reviewed and signed.  Signature block was revised to say reviewed instead of approved.

Millcreek-Richland Joint Authority – Treasurer’s report & financial statements were received.  Jay Wenger was also present to update the Board on the Capital Improvement projects that the Authority has made with the remaining Bond monies.

Newmanstown Water Authority – minutes received.

Greater Lebanon Refuse Authority – minutes received.

Recreation Board – minutes received.

State Police activity report – report received.

MINUTES:   Motion by Hogeland to approve as printed.  Seconded by Weidman.  All aye, motion carried.

SOLICITOR:

Sensenig Poultry Operation – request for waivers/modifications from the Lebanon County subdivision ordinance was briefly discussed.  Board doesn’t have the authority to grant modifications.  The request should have been made to Lebanon County.  Planning Commission to be given the plan at their next meeting to review and supply comments to County Planning.

Pipeline Safety Ordinance  e-mail of a draft ordinance was discussed. 

ACTION: 

Resolution #5-14-14 Adopting the Lebanon Co. 2013 Hazard Mitigation Plan as the official plan of the  township was presented to the Board for their consideration.  Motion by Hogeland to adopt Resolution #5-14-14 using Lebanon County 2013 Hazard Mitigation Plan as our own.  Seconded by Weidman.  All aye, motion carried.

UNFINISHED BUSINESS:

Tire Collection figures were reviewed and discussed.  120 tires collected – amount due $268 unless any other municipalities have found errors on their ledger.                       

NEW BUSINESS:

2014 County Aid $3,892 was discussed.  Motion by Leibig to apply for the County Aid in the amount of $3,892 to be used for general maintenance of township roads.  Seconded by Weidman.  All aye, motion carried.

Penn Dot Severe Winter adjustment notification was reviewed.  $7,135.65

Roadmaster report received.

BILLS/TREASURERS REPORT:Motion by Leibig to accept the Treasurers Report and pay the bills as money is available.  Seconded by Weidman.   All aye, motion carried. 

ADJOURNMENT:  Motion by Hogeland to adjourn the meeting at 7:52 P.M.  Seconded by Weidman.   All aye, motion carried.
