MINUTES OF JUNE 12, 2019

The meeting was called to order at 7:02 P.M. by Chairman Donald R. Leibig commencing with the Pledge to the Flag.

 PUBLIC COMMENTS:

Mark Fischer, Vicar, Millcreek Lutheran Church was present to inform the Board that he was contacted about hosting lunch and a rest stop, Tuesday Sept. 24th from an organization that raises awareness of kidney disease.  The Tour Davita Bicycle event is approx. 600 bikes riding across the state of Pennsylvania.  Board suggested Fischer keep Chief Hostetter informed.

REPORTS OF ORGANIZATIONS:

Planning & Zoning Commission – minutes received.

Millcreek-Richland Joint Authority – minutes & financial reports were received.

 Recreation Board minutes were received.

Newmanstown Water Authority – minutes were received.

Greater Lebanon Refuse Authority audit report received.

Police Activity report was received.

MINUTES: 

Motion by Hogeland to approve the minutes as printed.  Seconded by Weidman.  All aye, motion carried.

SOLICITOR:

Rissler Zoning Hearing Board Conditions Solicitor reiterated the instructions to the Township Zoning Officer he recommended at the previous meeting.  Motion by Weidman to direct Solicitor to write the letters as per the June 12, 2019 memo – 1 & 2 A through E.  Seconded by Hogeland.  All aye, motion carried.

Draft Soliciting ordinance was reviewed and discussed.  Motion by Weidman to advertise the new Peddling & Soliciting ordinance with an effective date as directed by the Chief of Police to be  enacted at the July meeting.  Seconded by Hogeland.  All aye, motion carried.   Motion by Leibig to have the Chief purchase the ID System.  Seconded by Weidman.  All aye, motion carried.

Fence violation – 2 Hillside Dr. was discussed.  The owners have until the 29th of June before further action can be taken.

322 W. Main St.  – grass and junk cars were discussed.

Citations – Solicitor reported on his research into alternative citations for citing residents who violate grass or snow in the streets, or from people who don’t shovel.  Solicitor suggested possibly an ordinance authorizing alternative tickets prior to issuing a citation, similar to the Parking ticket.  Solicitor will check around to see what other municipalities may be doing.

Short Term Rentals – Solicitor had a sample ordinance from W. Cocalico twp. that he asked to be shared with the Planning Commission.

Basketball court paving – Leibig questioned where to go for a grant writer?  Enck stated in most cases an Engineer and Solicitor would work together.  Leibig will speak to Rick Bolt and get quotes.

UNFINISHED BUSINESS:

Bridge on Hogeland Rd.  discussed.

NEW BUSINESS: 

2019 Lebanon County Block Grant discussed. 

BILLS/TREASURERS REPORT:   Motion by Leibig to accept the Treasurers Report and pay the bills as money is available.  Seconded by Weidman.  All aye, motion carried.

 ADJOURNMENT:  Motion by Hogeland to adjourn the meeting at 8:38 P.M.  Seconded by Weidman.  All aye, motion carried.
