MINUTES OF JULY 13, 2016

The meeting was called to order at 7:00 P.M. by Chairman Donald R. Leibig, commencing with the Pledge to the Flag.

PUBLIC COMMENTS:

Davin Sheetz was present and reported that due to the weather they have only gotten 2 tables stained.

REPORTS OF ORGANIZATIONS:

Planning Commission minutes were received. Leibig posed a question to Solicitor concerning questions at the bottom of their minutes.  Krater was not here to answer.                                         

Millcreek-Richland Joint Authority financial statements and minutes were received.

Newmanstown Water Authority minutes were received.

GLRA – minutes received.

Newmanstown Volunteer Fire Co. – June report received.

Police Activity report was received.

Lech – Annual Maintenance Report was received.

Public Comment period resumed….

Town Market owners were present to ask about the rumor of the Dollar General coming to Newmanstown. They have concerns for their own business if it is allowed.

MINUTES: Motion by Hogeland to approve the minutes as printed. Seconded by Weidman.  All aye, motion carried.

SOLICITOR:

Proposed zoning map/text amendments – Solicitor updated the Board on the status and procedures.

Sewer Authority guaranteed sewer revenue bond refinancing – Solicitor reported that they could save 600 to 800 thousand dollars, because the rates are currently the lowest in history. An ordinance and agreement willneed to be done. Sewer Authority will pay all attorney fees.

UNFINISHED BUSINESS:

Redevelopment Authority – 2016 project request forms – no projects to note.

NEW BUSINESS:

Bethany Rd., Heidelberg Township request to allow water & milk trucks to travel on our posted road during their road construction was discussed. Heidelberg to be responsible for any damages. Leibig will discuss with Secretary when she returns from vacation.

2016 County Aid $3892 was discussed. Motion by Leibig to apply for the $3892 county aid which will be used for general maintenance of township roads. Seconded by Weidman.  All aye, motion carried.

Line Painting quotes – Berks Traffic $8434.45, A-1 Traffic Control $9,415.20, DeAngelo Brothers, LLC $8,865.98; DE Gemmill $7,689.12 were discussed. Motion by Leibig to go with DE Gemmil for the line painting on the mountain of $7689.12. Seconded by Weidman.  All aye, motion carried.

Portable Toilets – discussed in regards to a phone call received by Secretary from Scott Walters (800)690-5756. Hershey’s Portable Toilets has been bought out by Walter’s Portable Toilets.  As of Aug. 1st their rates will be going up to $80 per toilet.  A quote from a company called Associated Products Services Inc. for $70 per unit was presented to the Board for their consideration. Motion by Leibig to go with Associated Products Services Inc. for $70 per unit.   Seconded by Hogeland.  All aye, motion carried.

Lighting for office quote from Davin Sheetz (Partsmaster) for converting to LED lighting was reviewed and discussed. $2,133.94.  Motion by Hogeland to go ahead and purchase the LED lights for the office building from Partsmaster at a price of #2,133.94. Seconded by Leibig.  All aye, motion carried. 

BILLS/TREASURERS REPORT:   Motion by Leibig to accept the Treasurer’s Report and pay the bills as money is available. Seconded by Weidman.  All aye, motion carried.
