MINUTES OF JANUARY 28, 2015
The meeting was called to order at 7:00 P.M. by Chairman, Donald R. Leibig commencing with the Pledge to the Flag.

REPORTS OF ORGANIZATIONS:
Planning & Zoning Commission – minutes received.
Millcreek-Richland Joint Authority – minutes & financial statements were received.
GLRA minutes were received.
Bomba Annual maintenance report was received.
Auditors report was received and reviewed.
Newmanstown Volunteer Fire Co. – Dec. monthly report & 2014 Year End report were received.
Police – Dec. activity report and 2014 Annual report were received.
Motion by Hogeland to approve the minutes as written. Seconded by Weidman. All aye, motion carried.
Ordinance #012815 Pa Townships Health Insurance Cooperative Trust was presented to the Board for their consideration. Motion by Leibig to adopt Ordinance #012815 an ordinance authorizing the participation of Millcreek Township in the Pa. Townships Health Insurance Cooperative Trust pursuant to the Pa. Intergovernmental cooperation law. Seconded by Weidman. All aye, motion carried. Trust agreement was signed.
Ordinance #012815A PSATS Unemployment Compensation Group Trust was presented to the Board for their consideration. Motion by Leibig to adopt Ordinance #012815A an ordinance authorizing the participation of Millcreek Township in the PSATS Unemployment Compensation Group Trust pursuant to the Pa. Intergovernmental cooperation law. Seconded by Weidman. All aye, motion carried. Trust agreement was signed.
Tax Collection Act – HB1590 – Solicitor reported on his review of the Act. Current tax collector should be grandfathered in to receive DCED’s certificate and added to their list of qualified tax collectors because she is in office on the effective date of this Act. Appointment of Deputy Tax Collector must be approved by the taxing districts and the tax collectors surety to collect taxes during any incapacitation. Also suggested a criminal background check be done if an individual is appointed.
Municipal liens – Solicitor reported that liens for unpaid mowing bills have been filed for 59 N. Sheridan Rd., 38 N. Sheridan Rd. today, and 220 W. Main St. on Jan. 19th. 41 Memorial Blvd. still waiting for the third 30 day notice sent by certified mail, and 37 Village Dr. waiting for the 10 day notice to expire. Solicitor reported on difficulties with these properties, and suggested that the attorney fees in our current ordinance may need to be amended.
Zoning map proposed amendments discussed in regards to the recommendation of extending the C-1 District. Recommended text amendments were also reviewed.
UNFINISHED BUSINESS: none
UGI Ahead of Paving program 2015 discussed. Secretary to send them a letter stating there are not any proposed paving projects planned at this time.
MS-965 Liquid Fuels Actual Use Report was reviewed and submitted.
DCED Officials List was reviewed and submitted.
BILLS/TREASURERS REPORT: Motion by Leibig to accept the Treasurers Report and pay the bills as money is available. Seconded by Weidman. All aye, motion carried.
